 Article 9 Paragraph 1

The advances of necessary funds to credit cooperatives and the
redeposit of surplus funds thereby shall be administered by the Central
Bank, or by such other organization as it may designate, in such manner
as the Bank may determine, after consultation with the Central
Competent Authority. The rules for such administration shall be made
by the Bank.
