Subject:
With respect to supporting documents to be submitted by borrowers for extending 
loans maximum amortization period to 30 years under Government Preferential Home 
Owner Loan Program (including the NT$ 150 billion Government Preferential Housing 
Loan Program launched in 1999, and the NT$ 1,680 billion Preferential Housing Loan 
Program available between 2000 and 2008), Explanations 3 and 4 contained herewith 
shall apply. Please forward this Letter to each relevant lending financial 
institutions.

Explanations: 
1.This Letter refers to the letter from the Construction and Planning Agency, 
 Ministry of the Interior, Ref. No. Ying-Shu-Zhai-Zi-No.0980006493 dated February 
 11, 2009.
2.In accordance with CBC’s Letters Ref. No. Tai-Yang-Ye-Zi-No.0960049430 dated 
 November 13, 2007, Ref. No. Tai-Yang- Ye-Zi-No.0970021854 dated April 9, 2008 and 
 Ref. No. Tai-Yang- Ye-Zi-No.0970060879 dated December 24, 2008 respectively, a 
 borrower requesting an extension of loan maximum amortization period under 
 Government Preferential Home Owner Loan Program must summit to the relevant 
 lending financial insititution for review a certificate of poverty issued by 
 respective village or district head, or other governmental document sufficient to 
 prove financial predicament.
3.As part of the government’s policy towards assisting borrowers under this 
 program during the current economic downturn, the Bank has consulted with the 
 Construction and Planning Agency, Ministry of the Interior, and taken into 
 account the recommendation of the R.O.C. Bankers Association stipulated in its  
 letter, with Ref. No. Quan-Shou-Xiao-Zi-No.0971000455B dated December 12, 2008.  
 Until the end of December 2009, the documentation requirements for a borrower 
 requesting an extension of maximum amortization period under Government 
 Preferential Home Loan Program is changed to "providing document which can prove 
 his/her financial predicament".
4.Beginning 2010, requests by borrowers for an extension of amortization period 
 under this program shall be treated in accordance with the requirements set out 
 in the Bank’s previous three Letters on the subject.
