3. When a private enterprise obtains foreign currency debts specified in the
preceding Direction, the enterprise shall, after signing a contract or the
foreign currency fund has been remitted in, prepare relevant documents
required by the Bank’s Department of Foreign Exchange (hereinafter referred
to as the "Department"), and fill out the "Top Form" of the "Statement of
Medium- and Long-Term External Debts by Private Enterprises", and submit those
documents to the Department to declare the contract value and receive a debt
serial number. For subsequent inward remittances of disbursements of fund
and outward remittances of repayments of principal, the enterprises shall,
before the 10th day of the month following the end of each quarter, fill out
the "Bottom Form" of the "Statement of Medium- and Long-Term External Debts
by Private Enterprises" and submit it to the Department to report the
outstanding balance of its medium- and long-term external debts (see sample
of the Statement in attachment).
Where the documents submitted by a private enterprise under the preceding
paragraph are incomplete, the Department will notify the enterprise to
provide supplementary information or make corrections within a given period
of time, and return the documents to the enterprise should the enterprise
fail to do so before the specified deadline.
